I hate to say this, but look at FFXIII and FFXIII-2's info and it is clear that the NA and EU versions are released like only 2-5 months after the Japanese release. It is so disappointing that Namco's localization of TOGF takes like, more than two years, and probably even later? Namco should blame its indifference towards NA and EU market rather than complain about the lack of support from Americans and Europeans. The localization process has been either way too slow or just nonexistent...
And here's a somewhat interesting reference. The best-selling tales games in North America, namely TOS and TOTA, got their localization within one year after the initial Japanese release. This effort showed that Namco at least cared about foreigners, which in turn gave confidence in aspiring players who ended up believing that these were the games worth buying. Do not be surprised if TOGF does not sell well in NA and EU this time.

Where did you get the idea that TotA was the best-selling? TotA sold like sh*t. It's probably the most popular game in the fanbase for sure, but nobody actually bought the game.
I genuinely don't think the amount of time ToS took to be localized has anything to do with its success. Tales was a complete no-name series before Symphonia, so it's not like anybody was anxiously waiting for or caring about ToS' localization. ToS sold really well simply because there was an absolute dearth of RPGs on the Gamecube. No other reason than that. I suppose the localization wait time might affect a game's sales somewhat if the graphics become outdated (more of a problem in the 90s than now, I think, since graphics have finally plateaued) or a new version of a console has come out in the meantime (i.e., Sakura Wars), but I honestly don't think it matters that much.
As for ToGf, they didn't even decide to localize it until February, so you sort of have to give them time to translate everything. It's not as if they've been working on it for two years straight and still haven't produced anything. They're no Phantasian Productions. Moreover, it seems a bit... entitled, I guess (there is a better word I'm looking for, but I can't think of it right now) to complain about the time they're taking to localize when they almost didn't localize it at all. It's best not to look a gift horse in the mouth.
Finally, I think to complain that Namco is indifferent to the NA and EU market is a bit preposterous. Why would you care about a market that doesn't buy your games? Tales fans always get so up-in-arms about how Namco doesn't care about them, but they forget that money talks and Namco hasn't seen said money. Namco would not exponentially increase their sales by suddenly giving a sh*t about Tales fans. It's a niche market.

You... you do understand that Final Fantasy games get their localizations started while the original games are still being produced in Japan expressly because they sell -over a million copies- in all regions?

Question: Why is this being asked at all?
Except in circumstances in which a late localization would place it outside the console's lifespan (Sakura Wars V) or where the game becomes outdated by the time it is released, or in the case of PAL releases where English-language versions have already existed for months, localization length has no direct impact on sales.

I think it's because Square decided to localize XIII-2 very fast...
but on the other hand......I don't know but...
I saw the trial of FFXIII in 2006 & played the game in 2010......how many years between this & that?
