Yulia City was the only city NOT to be raised into the Outer Lands so they wouldn't influence or be influenced by the events of that world.
They are only there to observe--not to interfere with--the unfolding of the Score.
Remember, they knew Hod was going to be destroyed because of the Score, yet they did nothing to warn the people of that land. I'm sure they knew "Vandesdelca" translates into "One Who Would Seize Glory."
If they had warned the people, then they would have altered the Score.

then what do you call recreating the whole world? my brother says that Van's plan to save the world is stupidest ever? what if something wrong went while replicating things?

Well, the world was going to end in the score anyway. Van's logic was that the overall score couldn't be changed.

Largo referred to the Score as the "world's memory," so if you changed the world, then it wouldn't have the same memory.
He didn't think that when the Outer Lands were lowered, that the world was already changed. Nor, did he take into account that one little incident had already changed the score so much that a ripple effect took place.
The Peace Treaty between the two lands was never mentioned in the score--so the war was prevented.

Ok...So I took the time to go back and play and go to Yulia city and this is from the book in the room below Tear's room, called "The truth of the fonic war."
"Even after the land was raised by the streams of memory particles, one city remained in the Qliphoth, following the Score left by Yulia. In this city, long forgotten by those on the Outer Lands, a select few Order of Lorelei members continued to watch over the rest of humanity, to save it from destruction. That city is called Yulia City."

Van didn't want to free everyone from the score. He gave up on humanity and the world that they live on, so he was going to start over with a new planet and new humans, replicated from the originals.
And to keep the score from being read, he was going to destroy Lorelei, which was the 7th fonon and was also required to read the score, amongst other things related to replicas.
My turn to dive into the mysteries, this one's a doosie.
What the hell was Luke doing for the two years he was missing after Eldrant was destroyed?
