Which Mothership Tales game is the most underrated?
Innocence doesn't get much attention. For a handheld Tales game, it holds it own.

Hm. Not sure I would call it underrated per se because it wasn't particularly exceptional in any respect, but I personally really liked Eternia. No one ever really talks about it much.
Then again, that might just be because few people have actually played it. It's not exactly easy to come by unless you're willing to import from Europe (which I did).

Legendia, I feel it's rather underrated. Sure it's not my favorite Tales title, but it has it's charm.

Rebirth is really underrated. It's mostly known in the fandom for being that silly game where that guy yells all the time, but it's really got the best fighting system of the series. It's also got a fairly low-key plot and pretty alright characters. Altogether, quite a pleasant game.

I've always wanted to play Rebirth ;-; then again, thats me with all the games. Except that other Tales game for the DS, the one with Caius and Rubia...

I plan on playing Tempest up at some point. I want to know if it's really as awful as everyone says it is. I'm probably the only person who was pleased AZ translated it :'D

If you're only talking about titles released outside of Japan, Eternia would be it. Everything from its name being changed in the US due to copyright to how much it is talked about when new releases are being hyped to even its buggy psp release exclusively in Europe supports this. I even imported that version from Europe and hit the game breaking bug personally.

I'd probably agree with Rebirth too if I was including Japanese releases except that I don't have any frame of reference regarding its popularity. It DID sell enough to get a "The Best" re release for phenomenal sales for both versions if I recall but beyond that it's hard to tell what people think.
I was actually very happy about the random translation effort Absolute Zero did for tempest. Even though I've heard it's bad and probably believe it myself, it has been one that I've wanted to play for a while. I like the pretense, character designs, music, and how the characters develop in the crossovers. Regarding the whole franchise, you take the good with the bad, even if Tempest did get the shaft in the end. This is one I'm hoping will get a true reimagining rerelease thingy, complete overhaul and everything. Finish the Promise to to speak

The fact that the battle system reverted back to 2D linear system after a successful attempt at 3D Multi-linear system from Symphonia was a huge drawback. Fans were expecting something at least comparable, instead got a dramatic downgrade.

I don't know if it's the most under appreciated, but Eternia gets close. I really love this game and when I talk to some people about it, they don't even know what I'm talking about. Sure every tales fan knows the games but I know a few "hard core ps1 lovers" and they looks at me like I have 3 heads when I say it's one of my favorite ps1 games. Maybe that's because it's not exclusive to PS1, but for me in america it is haha.
